Hi Shirley, as long as the old laminate you're going over is flat and in really good shape then you're good to go!
I've seen it done and looked fine. I'm not an expert but I think having a surface that will seal, be even and be able to have texture to hold your glue for new floors is what matters.. Should be able to accomplish with old also.. If unable to strip to base flooring. Best of luck
In some instances you can, but that does not mean you should. I would be concerned with awkward transitions to other rooms and tripping hazards. My flooring guys would refuse the job just due to liability issues.
