Try heating it up to loosen the glue

Whew, that’s a mess, Wendy! You know water won’t work since it’s been rained on, I’m sure. But with only one step, the best thing is probably an 8 oz. bottle of GooGone or another brand. Pour half the bottle around the step and use a disposable knife to spread the solution around. Let it set for 10 minutes, then either start pulling or use a shovel to tear the carpet and scrape it up. A wide putty knife works, also, but be sure to work the putty knife in some sand to remove the GooGone. After you get the carpet off the step, there will be glue and the remover on the step. Use the other half of the GooGone for those specific areas. Let it set, scrape like crazy, and use sand or dirt as an abrasive. Best wishes, Wendy! ☺️

Wendy, if you only have that one small area I would do it how the guy in this video has. If you had a huge floor or area to do you would need to resort to chemicals or melting the glue in some way.
