It looks like this is really a difficult to do. Below is an article with a few ideas for wool shags but you said yours is silky. If it's an artificial type of silk, it's not knotted at all and that's why it sheds. I couldn't find anything to help in that situation. I think it would be an impossible task to try to knot it yourself. How much did you pay for the rug?Often rugs at a lower price end are not assembled securely, or are made for longevity. The weight of walking on the carpet just with normal use, over time, will stretch the fibres, loosen them, and cause shedding.
