You can plant bulbs all the way up until the ground freezes. For your zone (7/8) that is usually between Halloween and Thanksgiving. Basically as long as you can dig into the ground deeply enough to plant bulbs, you can plant them outside. And if you forget and still have a bag of bulbs you find, plant them in pots and put the pots outside -- they may still grow and bloom.
