Hi Edna. Yes, you could plant rose seeds in a window box. But eventually the rose bushes will need something to grow up. Usually a trellis is used for roses. I live in Illinois and we wait until after Mother's Day to start our gardens. It has to be past the last frost. A frost will kill them. Edna, you could start your seeds sooner in the window box if you bring it inside.
Hello. Your seed packets or plant tags will have the best suggestions and all pertinent planting details on how to start how to use your seeds and when to transfer outside— if indeed you start your seeds indoors first.
Additionally for the best local professional advice
I would highly suggest contacting your cooperative extension. These offices are manned by volunteer master gardeners on site there waiting to answer the communities questions that know your local situation quite well.
Master gardeners are required to volunteer back designated hours ( plus continuing education) each year to maintain MG certification -this community outreach and education is their goal.
Best wishes in your gardening adventures!
Seeds won’t work well. You should buy the bare root plants and you can plant them in the ground or a larger half whiskey barrel type planter
Hi Edna, planting roses for seeds tends to be a bit of a hit and miss thing. They very rarely come up unless the conditions are ideal. Taking cuttings from exiting bushes works far better. This video will show you how to do that - https://www.youtube.com/watch?v=Xw4d-s9N8zE. Have fun, its very rewarding when the start growing
Hi Edna - This is the ultimate and super easy step-by-step guide to determine your plant hardiness zone, your frost dates, and also when to start planting indoors and outdoors. Plus lots of great resources. PS - I would recommend planting roses in the ground rather than a container.
Hope this helps and happy gardening! Hugs, Holly

Personally I have had poor luck in starting roses from seeds, they have never done well in a variety of soils and temperatures, just could never get the conditions right!
Probably the best bet is bare root stock, there are so many lovely roses out there that have been started at a reasonable price. Here is a link and hopefully it will bring you plenty of roses:
