Yes, just cut them off a few inches above the ground. About 4-6" will work well and clean up the area for next time.

Yes, I do.
Yes, you can cut your lily stalks back after they are done blooming unless you want to let them turn to seed pods and try to grow them from seed. I have done this with my Siberian Iris and Day Lilies but it is a long slow process because you have to let the pods dry completely. So if you aren't interested in the seeds I would just cut them back.
