Hello. The best time is right after all signs of frost are gone. You can also do it in fall.
When they have died back into the bulb.
This is a very good thing! When they finish blooming and the leaves are brown and easy to pull off, you can dig the bulbs, put them in an empty pot in a shed or garage and when fall comes around again, plant them where you want more tulips. Or, give them to friends!

After the blooms have died off; but leaves are still strong. The leaves will provide nourishment to the bulb while it is getting used to it’s new home. When the leaves begin to wilt, bunch them together with a rubberband it will give the garden a neater appearance.
