When transplanting, I always dig my new hole first and amend as needed so the plant is out of the ground for the least time possible.

Not knowing where you live makes this a good question.
If you live where it gets cold, then I would move it when you think it cannot take the cold, probably when temps dip into the upper 40's to low 50's consistantly.
Better to take precautions than loose this beautiful plant. Here in Maryland I bring the jasmine plant when we hit that temperature range.
They love warm/hot weather.
