Aloe or rose of sharon. Both bloom but do water them occasionally. Also your local plant nursery will have plants for "zero landscaping". Which means beautiful but extremely low maintenance.

Hi Shirley, Pheasant's Tail Grass is very pretty and is drought tolerant. Russian Sage would be pretty too and it attracts butterflies. Best of luck to you.
