When should i cut my rose bushes back?

I have a yellow rose bush that is about 5 feet tall and it has THORNS. How much should I cut it back?

If it is the size you want, just keep cutting it back to this height. It should get fuller if you keep doing this instead of getting taller and leggier. The thorns will be there at any height. -

Do you trim the spent blooms? That will keep them in check. I let mine get tall (they reach the rain gutters) but trim them back once the blooms are spent. In my area we prune back in late January to February. -
