You can sew a tube for that chain out of some pretty material. You could also wrap the chain with twine or string--there are many different colorful options.
weave colorful ribbon thru it; remove chain, clean and paint it; wrap the entire thing with ( depending on your decor/style of shade ) with jute rope, or cloth -- if it's not a 'SWAG' but just a chain/wire going from lamp to ceiling you may be able to get a 'shower curtain rod cover' ( they are split plastic tubes in various colors to go over shower curtain rods ) and they can be painted with any paint after you put it over the chain ... or hire an electrician to direct wire it ... not a big deal....

I have made chain sleeves for clients, but they usually go on before you hang the chandelier. I'm not sure what's required in the recommendations above, but that is exactly what I'm talking about. If you cant take down the chandelier, you could make a sleeve or (tube) of fabric. you'll need to measure your chain and cut your fabric 3xs that length. This might require piecing strips together, but that will not show after it's been put in place.
Finished width should be about 2-3 inches wide after sewing. Run thin but heavy duty fabric cord up through the middle and draw up the fabric all the way to train it to puff out a little. Start at the top and begin wrapping the chain. You can make it as tailored or puffy as you go along. It will give you a similar look to the examples above.

Maybey find a pretty bead strand, ribbon or some dangly items that will distract from the cord/chain n add character to your space!
consider a 'quality' cloth tube or wrap along 'ugly'. alternatively, using protection, you may be able to paint 'ugly' to match other colours. if not spray bomb, perhaps dollar store spray bottle using watered down water based paints.

Make a long fabric sleeve to cover the chain. Sort of a cord cover up. You could pick a fabric that would compliment your decor and color scheme.
