Go for a walk, or look on Craigslist?
If you have any farmers nearby and they tend fields, ask if you can have any rocks that they always pile up along the side of their field. You can find some AWESOME rocks that way.
Freecycle.org or Nextdoor.com, people are always giving great stuff away!

Do you live near a place where you can take stones for free? The woods, or someplace that's not public land? Alternatively, you can make irregular type stones out of concrete without those molds. Just dig into sand in your backyard or dirt and tamper it down. Pour in the concrete quick set and in 5 min you will have a custom designed paver. Keep it thick enough to walk on but not thin enough to crack.

Hello, hope this helps you. Contact local farms or farmers to see if they have any rocks they want to get rid of. Look online, too. Homeowners doing renovations or landscaping work might be getting rid of stones found on their property. They might list these on Facebook, neighborhood and community pages, or Craigslist.
Companies who do hardscapes could give you a guide.
I would agree, farmers or builders who are clearing ltos might be a source.
