They are fungus gnats. Re-pot the plant in fresh soil and spray the over and under sides of the leaves with horticultural oil

Sprinkle cinnamon on the soil and let it dry out between waterings to avoid another infestation. I always water my plants from the bottom, too.
Repot in fresh clean soil and carefully washing the entire plant under cold running water. Wash pot thoroughly too. Dispose of old soil.
Remove your plant. Dump the soil in a bag and close it well {I'd pour boiling hot water to the soil first and drain} throw the infected soil in the trash outside. Rinse your entire plant under lukewarm water being sure that all the dirt has been removed along with the gnats and any possible eggs. Re-pot using fresh soil from a trustworthy source; water and fertilize very lightly. Keep the potted plant in "quarantine" away from other plants for awhile just to be on the safe side. As much as I hate chemicals you may have to opt for an indoor/houseplant bug killer. Look on line for organic natural ones that you can even make yourself rather cheaply too. I have found overwatering encourages their appearance. New soil will help then make sure soil surface dries out before watering.
I do let it dry out thoroughly prior to watering. The avocado tree looks beautiful and healthy. I still get the bugs regardless.

I have no idea, and I have several potted plants. Check and be sure if the bugs are in all of the plants, or just one. I would repot it, and be sure that none are in the other plants., or on the floor. Best wishes, J.
I had a terrible gnat problem and the vinegar traps worked perfectly! Simply place a few tablespoons of apple cider vinegar or white vinegar, a few drops of dish soap, and a tablespoon of sugar in a bowl and stir. Set your bowl in an area where gnats are prevalent, such as your kitchen or bathroom. This took care of my problem in just a couple of days!
