Hi Terri! White flies are both. Sometimes it seems almost impossible to eradicate the pests. I did some searching for you and I found this link, which looks like it will be very helpful, both on giving you information about them and telling you how to get rid of them:

Wash Whiteflies Away. A strong spray of water from your hose can remove lots of whiteflies. Spray both the tops and undersides of the leaves. Place a piece of plastic or cardboard over the soil of your houseplants when you take them outside for spraying so you don't damage their roots
There is a product I got from Auto Zone called "Citrus Cleaner" it is made by "Purple Power". They invaded my Home thru Bird Food. I set a banana peel in my kitchen sink and thru out the day as they would come to visit I would Lightly Spray above them. It is in a Very Bright Orange Spray Bottle and cost about $1o.oo If you can't find it on your own the workers will know exactly what you want. I do not know if it will harm your Plants.
