Susie...I would dig it out or rent a stump remover which would be easier.
You might drill it with a drill bit as deep as you can and pour Epsom salts in the holes. This helps to dry it out and kill it. This works for tree stumps too. Hope this helps
I can second on the Epsom salts — it worked fantastically on some hedge stumps we had with minimal effort.
