Pull it. If you do it after it rains, the roots will pull out easier.
Pulling it out is the only solution. Best after watering or a rain. Try not to leave any part of the vine. It will root. You can lay down landscape fabric cutting around plants and two to three inches of mulch.
We had this too, we ended up pulling it out.
Pulling it out manually is about the only way to keep it out of your flower beds. Do it consistently on a routine basis to help keey it under control.

I have been fighting my neighbor's english ivy for over a decade now. Several times a year I pull it out. You have to get the root and/or runners to kill it.
I tried the good old vinegar weed killer recipe but all that did was to turn a few leaves brown. Even Roundup didn't kill it.
Be patient and be persistant.
nothing kills it you will see it sprouting everywhere even using Roundup or Brush Kill best to pull it up
Pull it out when the dirt is soft, after a nice rain. then put down newspapers on top of the dirt and cover with mulch.
You have to pull it out by the root and get it all out all the roots or it will come back
