Hi Terri, it depends on what the mat is made of. They make sealers and sealants for both rubber and fabric.

I would say no it would make the fibres go hard.
This can be done either with decoupage glue sealer or a varnish. If the placemat is going to have direct contact with food then use a food safe varnish. If the placemat is going to be used as a heat mat to protect the table then use a heat proof varnish.

No, but you might be able to get the same effect with something like Mod Podge!
If this is a placemat, then I'd say go with Mod Podge.
