If they have a finish on them, you may need to scuff them with sandpaper. Clean them well and let them dry. Mix paint and water 50/50 and paint the chairs. If there's too much paint, you can wipe it with a clean cloth while the paint is still wet to get the look you want.

After cleaning and sanding need to do white washing by thinning down exterior rated paint then 2 or 3 coat with Marine Varnish.
You can buy or rent inexpensive paint sprayers. That is what I would do, or buy spray paint, even cheaper. They make all kinds of paints now to adhere to any frames and even fabric. Hope this helps Regina!
