What is the best way to paint over wallpaper

    There really isn't a best way. Most people insist you take it down or you could get bubbling under the paint. We took it down in our finished basement before painting. I saturated the wall with a vinegar water mixture in a spray bottle, worked it into the paper with a cloth and let it soak in a few minutes and then peeled. This worked pretty well.

    You would paint over wallpaper by priming first and then painting with regular wall paint. HOWEVER--do not paint over your wallpaper. You will see every seam and any texture your wallpaper has. If you ever want to remove the wallpaper down the road, painting over it now makes it more difficult to remove later. I know taking down wallpaper is not always fun but I would take it down before I painted.

    Always better to remove. All previous comments are right on. Only time to paint is if was hung without any primer or sizing and can't be removed at all. Moisture in the paint won't affect it. Prime with Kilz and then paint with your color.

    don't. the moisture from the paint will make it peel and then you'll just have wasted time and money on paint.
