This link covers what you need to do to caulk and seal your dryer vent. However, you might consider either changing the vent cover to a louvered one to prevent outside critters from entering through your existing vent. If you prefer to keep your present system, then there are covers that fit either over or into your vent-these require more frequent maintenance.

HI, it should be Screwed into the wall using Plugs, then silicone sealed around with clear or black sealer. Then clean off and then if necessary - paint using a METAL PAINT.
The dryer vent should be screwed to the wall then caulked around the perimeter. Whoever installed it just used a lot of caulk to glue and seal it to the wall. It's a sloppy job but it works.
We have a plastic grid that snaps over the outside of our vent to keep mice out and a screen over that to keep smaller bugs out.

You want to use an exterior caulk that will adhere to masonry. Once you have this applied, I use my finger and a wet cloth to smooth and finish. If you have an old t-shirt, that works best for me.
The vent should be screwed into the brick. I would remove the old caulking, and check to see if it is screwed in. You can get some Rustoleum spay paint and paint the vent, then recaulk.

Hi Steve, you might be ahead to remove the the old caulk and clean the area well then screw the vent into the brick and then neatly recaulk with exterior caulk. It appears that there have been multiple layers of caulk added over time and perhaps isn't really protecting the vent as well as it should.

i would make or buy cover and use epoxy to install it
