The least expensive idea is to purchase a cover!
I would check with local upholsters to see what they would charge you to redo it completely.
Amazon has a plastic tape that works well. My chair was peeling and I used the tape.

Be aware it can cost you more to reupholster than to buy a new one. Check out used couches at thrift stores that may be an option. Stretch to fit covers are an option. Department stores sell these. That way you can return them if you don't like the look. Painting is probably not a good option, it would peel.
A good upholstery shop can do the job.
