You want to remove and replace the entire top or re-coat or re-finish the top?

Remove old top and add real granite or marble. Make a new wooden top in nice wood or mirror it, can ceramic tile over it. If base is nice on its own, can have a piece of glass made for it.
You can just paint over it. Clean it well, light sand it with a fiine grit sandpaper to make your surface smooth then roll a coat of primer and two coats of paint. Lastly, apply a few coats of clear top coat. My favorite is Varathane water based top coat.
This table had a cracked marble top, so I replaced it with wood.
