How to get a wet concrete patio dry so that sealant can be applied?

My concrete patio is covered by a small roof and portions of it are always wet. I wanted to use a concrete sealant but directions say it needs to be dry. It won't dry and I have no idea why moisture is seeping up. Ideas on why or how to fix this?

If it is wet all of the time then moisture is coming from somewhere and that needs to be solved. Is the patio a low point to surrounding areas? For instance if you are at the bottom of a hill it will hold water. If the concrete was not graded correctly than water can pool. If there wasn't gravel put under the concrete it can stay wet. There may be a broken water source under or near the patio?
If it is damp because of heavy shade and a forest that can be different- an electric fan can help dry to out. Concrete needs to be very clean and very dry for a sealant to work. Then it needs to dry to cure.
There are numerous reasons why water happens. Sealing it won't do a thing unless you remedy why the water is collecting. Most people can figure out why by giving a good look/see. Then decide what to do.
Sealing it won't protect it from moisture, it's more to keep it clean
Why seal concrete? Just clean it every couple of years with a power washer.
