I would loosen the soil around the post as deep as I can go. Then use a board on top of the post and gently tap it down. Loosen more soil if it's not going down.

Timber to lay across the fence panel at the top and a Rubber/Club Hammer to Tamp it down with. Best wishes.

Hi Linda, pushed up by frost? You can grab a piece of 2x4 and use it on top of the post to pound down the post and fence without damage. Hope this helps

You would have to dig a hole we’re the post is put the post deeper then fill it up
