Use a two part epoxy to glue the pieces together. Once hard and dry you can resurface the bowl with a concrete if needed.

If the birdbath is broken into several pieces, then it's best to use epoxy glue. Do not try to use concrete to glue the pieces back together – it won't work, so don't waste your time. Once the birdbath is thoroughly cleaned and COMPLETELY DRY, then mix the epoxy glue as indicated on the packaging. Birdbaths and fountains are frequently constructed out of concrete and should be treated with a concrete sealer in order to presevere their life, prevent cracking, water penetration and organic growth such as mold and mildew.
Clean the birdbath with soap and water rinse well and let dry overnight. Mix a two-part epoxy's two parts -- a resin and a hardener -- together on a piece of cardboard, using a wooden craft stick. Mix the two parts gently; vigorous mixing will cause air bubbles.
Apply the epoxy mixture to any cracks with the wooden stick. For a broken area, apply epoxy with the wooden stick where the broken pieces meet. Join the two pieces and hold them together, applying pressure until the bond is made. Remove any excess epoxy with a clean rag.
If the pieces are hard to hold together make a bed of crinkled paper in a box and use tape to hold pieced together on the inside then flip over. Mix small batches of epoxy to glue one piece to another if necessary.

You could try an adhesive like E600 or Aleene's liquid fusion. But if it's always expost to the elements, I think it would just be a short term repair until you'll need to just get a new one. And maybe you could repurpose this one into stones in a garden so you don't lose it completely.
Once you glue it back together with an exterior epoxy glue, look into sealing it to prevent further damage.

They make an epoxy that is safe to use in ponds, I would try that. I'm not sure most epoxy is safe for consumption areas.
