Hi Kay, the "correct" way would be to remove the porcelain tile before installing new tile; however it can be done. Just take into consideration the extra thickness and the issues it might bring such as ...your baseboards may need to be raised if this on the floor and then you may need a different threshold it the tile adjoins another room that has different flooring.
Tile need s a smooth and stable substrate. Any movement in the porcelain tile and substrate will transfer to the new tile.. Always best to remove old tile.
