I agree with Nancy. The tubes are dangerous since they break easily and are filled with a gas that contains Mercury. Call your trash company and ask if they take them, or if you have to do something in particular to dispose of them.
In my area they are considered "hazardous waste" and there are special pick up and / or drop off days. I would think twice about crafts. Mercury poisoning is nothing to mess with. And I do not want kids or animals to be harmed.
I would not advise repurposing them they can and will explode.
Don't try to do anything with them. They are too fragile. The gas is not dangerous. Similar to neon. The white coating is powdered phosphorous which is a carcinogen.
They are super fragile, I would hesitate to try to repurpose.
