I purchased river rock tiles and did my bathroom floor and vanity top - everyone loves it.
You would need to Grout in between and Finish the edges so you will have no movement.
I would recommend a base of wet cement be put down first. It only has to be about 1/2 the thickness of the flat stones. This way they will stay put. Glue does not work very well on a non-porous surfaces. You can also color the cement to a color that works for you. It comes out nice and is very easy to do.
I think you should stencil it : ) Painted surface is smoother and easier to clean : )

What should I glue the rocks down with? Gonna do them one by one, so I don't really want to use mortar
But if I'm putting the stones one by one, won't the cement dry before I'm done?
Mix small batches of cement. You will want to mortar between the rocks when you are done for a finished look.
