I don't think they will work out well. The vinyl tiles themselves aren't made to hold up to weather and I doubt they will remain stuck down after a couple of rain storms.
If the tiles are for inside of a house, no...the weather changes would eliminate the tiles from staying down on the cement.

Being exposed to the elements, I doubt they would last a season.
Yes, there are peel and stick tiles specifically for outdoor use. Be sure to purchase them rather than the type made strictly for indoor use.

Outside and inside tiling vary so be sure you look closely at specifications
