Spray paint them!
i would use contact paper to update it. Cut heavy cardboard pieces the size of the shelves and cover in a pretty pattern paper. Then you could use some to wrap around the legs. You could also make a curtain and hang with Velcro from the top shelf.

You can also put a curtain around the shelving to enclose it.
I would buy a can of plastic spray paint in any color you like and spray over the whole shelf. It would cost you less than $10.00.
Shelf liners might brighten it up also. You can make your own, or use place mats. You should be able to find coordinating mats to coordinate with your bathroom.
Hello Janet, I would say grab yourself a can or two of some primer spray paint by Krylon or Rustoleum and your favorite color(s) of spray paint for the shelves, along of your choice along with some plastic bins (or cardboard boxes if you can get some free from the store on their delivery days) to also spray paint or to cover with glued down twine or fabric OR you can even use decorative wrapping paper or contact paper or patterened stock scrapbook paper for holding the items you have on the shelves (labeled of course).

wrap the shelves with nice contact paper
I took double sided tape and hung two drapes around it with an opening in the center for easy access to my things. I have sweaters on my shelving unit.
I would spray paint them all white or off-white and then get wicker baskets and put wicker baskets up there nice neat and clean. Good luck Patti
