Well, Maybe you could put the smaller ones under the sink and if you have any other big ones, Find some way to fasten it to the wall and put a lid on it.
I have a tall metal one and our big dog figured out how to get into it anyway. We now employ a grocery bag (plastic type) that is at the level of the stove top. It is put in the garbage can outside every one to two days and none of the dogs bother it. May not look too kosher, but we found that it worked best for us. Dogs seem to be too smart when it comes to finding ways into the delectable smells in the garbage. Trays from meat get automatically tied up in another grocery bag and taken out to the trash immediately after rinsing.
IF YOU ARE THROWING AWAY WASTE FOOD, HE WILL BE ATTRACTED TO IT, SO TAKE THE WASTE FOOD OUTSIDE AND PUT IN LARGE BIN WITH LID.
If you don't mind the smell, place a paper towel with a splash of Pine Cleaner on it inside the trash can. It reduces the trash smell and will "usually" repel dogs. Your dog may be different. Let us know if you try it and whether it works.

They come in all shapes and sizes, styles and finishes. I have a 4 gallon version in each of my bathrooms. Taller in kitchen for recycle items too. Sold everywhere!
Start by buying cayenne pepper in a spray. Next lightly spray the garbage can, and the garbage inside, this should deter the dog. You might have to do this several times till he gets the hint. Good Luck!
The obvious answer is a larger trash can lol! Or, if he is tipping them over you can place a brick in the bottom under the liner bag.
