Use Damp rid for the moisture and if allowed a dehumidifier.Add fairy lights and bright color decor items
First off, find out why it's damp. No one should live down there. If you rent, see the owner/manager. Once you get that issue fixed, find some lighting ideas here.

What specifically do you need help with?
I would be very concerned if it is damp. Contact the landlord to remedy this issue. It could create mold. In the mean time, I'd get a dehumidifier and be looking for a new place to live. Damp and possibly moldy is not healthy!
make sure the dampness isn't something bad and cause molds to grow. Get a dehumidifier to remove the moisture if it's safe and I'd add floor lamps and table lamps to brighten it up. Use bright colors for your accents like prints, pillows, throws, etc. to brighten it up as much as possible!
t a small dehumidifier to remove excess water from the air. They start at about $70. I found one at Home D epot that is portable, with a washable filter, UV Light and TiO2 mesh to eliminate germs and bacteria and automatically shut off when the 2 liter tank is full of collected water. Move out - Get Health Insurance - OR Get the walls Tanked, then Paint a warm pale colour. If not possible use foil backed polystyrene insulation on the walls,d then frame out and re- plasterboard. Decorate as above and use lots of mirrors, especially around window frame to bounce any natural light about. Glass Chandelier.................
Dehumidifiers work great..if you don't run hose outside, you will have to empty quite often but they are well worth it!
