Our's has a rubber sealer that seals really good, maybe yours is worn and needs to be replaced...check with Lowe's or someone that installs garage doors.
Water always travels to a low point. Can it be rerouted to drain somewhere else? Water that goes to your garage door and surrounding wall is something to address.

I think that you should investigate.. exactly where the water is coming from:
* Does that area of you yard need to be re-graded so water runs away from your house and that area of your foundation?
* Is the puddle of water caused by a plugged gutter (if you have gutters, etc.) that may be overflowing and traveling down the side of your house in that area or is the down spout leaking or disconnected so the water is not being re-directed away from the house?
*Is there a leak in the roof or the over hang that is causing water to accumulate in that corner of the garage?
*Has a neighbor re-done their drainage or landscaping so that water run off is now directed onto your property?
There is a reason that you are now getting water under your garage door.. you need to investigate and find the answer... the problem may get worse if it is not addressed in a timely manor.
Sounds like you have a low corner. The only way to fix is by having to redo cement or asphalt
