Hang pictures at your own eye level, have vertical elements as much as possible (tall narrow cabinets, skinny looking things) do not decorate your room in a way that emphasis the horizontal (no chair rails and long shelves that are horizontal) This all ideal. There are several things you can do: a) paint the ceiling a bright white, b) hang your drapes up high almost or to the ceiling, vertical stripes will also make the ceiling appear higher, c) don't have crown moulding, d) use floor lamps, e) paint the walls a light shade of your favorite color so there is little contrast between walls and ceiling, you can even paint the walls with stripes in the same shade and use one in eggshell and the other stripe in satin finish that is subtle but elegant, f) add other vertical elements like tall plants, or dried flower arrangments in a floor vase. http://www.thepaintedsurface.com/painting-stripes.php click on picture for bigger view, with a low ceiling I would remove those baseboards and put a low profile one in and remove the crown. I recently did this on a bedroom wall in a pale blue and it came out great. I use painters tape or frog tape is even better, plan how many stripes you can paint across the wall so you can cheat one if you have too in the corner. You can also paint the clear over the tape edge to prevent bleeding. Also mark several pencil marks measuring from the corner in 3 places to aid in putting the tape on, check again and then rub the tape well to secure. Check all your measurements and use a level to ensure your plumb. If you are hanging curtains, put the rod up high on the wall, about 6 inches below the ceiling. This will give the illusion of a higher ceiling.
