It is not really necessary to remove all the old paint, only what is flaking and loose. Hose off ceiling and let dry, then apply your new coat of paint. This is a porch ceiling that was repainted without removing old paint.
I wouldn't remove the paint unless it was in bad shape.
I can't remember the name but it is a Benjamin Moore paint. If I can find old can I will post it, as we just used this same color.

Citristrip or a sander.
You don't need to remove all the paint, just scrape well and perhaps sand a bit of the ceiling where it feels or looks rough. I'd recommend a stain-blocking primer, then a couple of coats of paint for the best look and future wear.
Could you lightly sand and paint over it?
