Ok, what does she want? If you give us her "theme" we can offer suggestions on how to do it inexpensively.
Pink walls -Lace curtains - Pink Bows - Pretty bedding - Gold Mirror.........
What does she like ? Whatever it is just build around it
I agree with Naomie,in the meantime, painting is always your first step unless in an apartment. Then if she is into Disney stuff the sell items that you can place on walls decals. If into frilly stuff change out light to a small chandelier and make her some pretty pillows. If she is a diva get somenough blind either hanging crystals or adhere them to a mirror and change out dresser drawers to cystal or glass like handles. Make her some squened pillows. Maybe hang a sheer curtain over bed by placing 2 curtain rods on ceiling one where wall meets the ceiling the next one about a foot away and the put curtain first through the curtain rod away from wall then drape over the one by wall. Or if you sew pick a fabric that has some sparkle to it and add fairy light behind for a pretty glow. Repaint her base of light fixtures in silver to shine. So many ideas but please help us by giving us more info.

Depends on what type of girl she is and what colors she likes. Careful with pink. Experiments in prisons showed agitation when exposed for long periods of time. If she just loves pink try one with a blue undertone or a peach with a green undertone. Make a place for her and her friends. Don't make it so no one can mess it up or move around in it. A dream room for a child is very different than what an adult thinks they want...
She wanted purple wall and a princess bedspread.
Get lamps, and some accessories at thrift stores. They may have pictures and things for the wall in keeping with your theme - that another little girl has outgrown. Also inexpensive furniture from a thrift store can be transformed with paint. Make sure you have a bookshelf - encourage reading, plus a place to sit valued objects. They can be re-donated.

When my grandchildren were no longer babies but not yet teens, we fixed up the attic for their use when they visited us. There was a completely paneled room there which we gave to the girl as she was older. I painted the walls white and the floor green, painted a little stand, painted the small chair. Hung some family pictures, made her a canopy and across the room I spelled out her name in shells on wooden letters. This is the summer version. In the winter I hung velvet curtains, and slipped a velvet cover over the head of the iron bed. Lots of down and velvet in the winter as this is an unheated attic.
