You need hanging hooks and brackets. Cabinets to store tools. Check at your local hardware store for some good ideas. More shelving.
Start my making 4 piles. 1 pile to throw away, 1 pile to donate, 1 to put back and 1 that you aren't sure what to do with. Be honest with yourself. If you haven't used it within the last few years odds are you can live without it. Don't be like my dad who has several of almost everything and keeps stuff that he might use someday. 99% of the time someday has never happened.
If you want to keep the clutter you might consider putting up a shed like we did in the backyard.
