Dig it out and kill it off.
Pull it off the wall, dig it out at the ground level. Maybe put a black weed barrier over it where you have cut it off until the roots are dead.
pull it off; cut back/dig out -- and use a 'weed killer' for woody plants - it's still 'roundup', but much stronger.

vinegar. pour vinegar at the roots.
This is just the thing! I find this works wonderfully. You have to cut down the weed and then brush this on the top of where you cut it. Bonide
