Yes they can and do. We gave had gold fish in a solid chunk of ice. When the ice melted the fish begin swimming again. We always keep gold fish in our outside ponds and watering troughs.
Yes, most definitely. Growing up Dad had cheapy goldfish in all the cow troughs to keep the algae down. Never fed them. Only aeration they had was auto fill after cows drank. They grew pretty big !
