I pick from the bottom so more leaves can grow at the top.
I pick from the top so they do not bolt and go to seed. I have an itsy bitsy purple basil that was just starting to bud - pinch it off to encourage future growth. Read this:

From the top. Pinch just above a pair of leaves to help the plant grow fuller.
I pinch leaves at the top so it does more leaves and gives a bushy plant
either - but you need to keep the flower stalks from forming ... keeping it 'pinched' back will encourage it to produce more leaves .. but big lower leaves can be taken.
