chalk paint or spray paint and Rub and Buff in the color of your choice. Can get Rub and Buff in any craft store.
Use a magnet to determine if it is made of a ferrous metal. You may need to avoid water based paints. If you are going for a tarnished copper look, there are kits that can do that for you. If you just want to paint it aqua and have bits of gold the Rub n Buf will work for you. If your lamp is sealed with a lacquer it may resist paint, but it will certainly be worth trying.
Sell your old base and buy a new one or Turn or Sculpt from a large piece of timber.
