Hi Karen the first thing that came to my mind were using pallets to make a "decking" floor, they would be tough, cheap and easily replaceable.

You could put down pallets and then plywood over that if you want a more stable flooring. You could cut it into long strips to allow for water to go through the flooring. Before you put it down, coat it with something like marine polyurethane on every inch of the wood, including the ends. A number of coats would last a long time and help the wood to not rot.
Concrete stepping stones work great! And inexpensive. I like the 12" square type from any home improvement center or landscape supply.
This would be a great project for recycled cement. If you can find a site where they are removing a sidewalk, they are usually happy to have it hauled off for free. You can use the broken pieces like bricks. Use sand underneath and between them for good drainage.
If it is a small greenhouse I would suggest building a framework and then lay decking on it. Can't quite see the appeal of pallets myself, they look like a lot of work to get to recycle.
