Sounds like pantry moths. Though I have never had them in sugar, usually grain products. They do make traps for them but I usually just start going through cabinets and check for items that got tucked away in the backs of cabinets to see if they were nesting, Get rid od the bags/boxes clean thoroughly and make sure everything is in sealed containers. Even pet food.
Most likely panty moths.keep all sugar, flower etc in plastic containers, wash the entire area out with white vinegar, place pantry moth traps around

Insect eggs come as often as you shop. They are invisible and impossible to permanently get rid of. So what to do? I use bay leaves and rosemary stalks in my kitchen. Simply set them on the shelves. For things that you can keep cold, store them in the fridge or freezer. We did this in South Florida and it worked great. The other thing you can do is to store all your grain-based foods (flour, pasta, cereal) and all sugars in BPA free or glass containers. If an outbreak occurs, it will be completely contained to that one product.
Look in your pantry for nuts. This happened to me. It was some walnuts in the shell that hatched out these bugs.
