Marcie...We have landscape fabric with chipped brick and still will have weeds come through. My husband sprays some of it but I usually just put. It comes up very easy but does take time to do!
Use any kind of plastic. .you can buy it on a roll and cut to size. .I do that for small area .there was one spot around house I used a mulch bag. .ran out plastic roll .it does really help with the weeds. . Happy mulching .
Yes, you can do that before planting, initially, but beter solution is apply Preen granules after removing weeds to prevent regrowth.
Hi Marcie, Underneath next to soil you need a weed suppressant fabric or
(Newspaper ) once you have killed off or dug up all the weeds. Then lay your mulch, but be aware Wood or natural mulch is a good place for weeds to grow too, much like sand...........Good luck. At least if weeds grow in a mulch ,they should be able to be pulled out easily.
Newpaper works for a year or 2 and composts itself.
Cardboard, newspaper or landscape fabric, then mulch on top. You will still get weeds, but they will be on top of the landscape fabric and easy to pluck out. Weeds are spread by wind, wildlife and people and are inevitable no matter what you do.

I feel your pain, I had the bright idea to put down a plastic weed barrier followed by mulch, the weeds grew through the barrier and mulch, I am so disappointed with the poor performance of the product. Got it at HD. All that hard work for nothing. next year I plan to take up the stuff and do a homemade liner of wet newspaper and cardboard, have high hopes it will do better then what we have now. I resort to pulling the weeds at this point.
