It's probably some kind of small animal like rabbits, chipmunks, squirrels, etc. I found an article that might help you. Having said that, you probably know what kinds of small animals live around your area. This article will help you figure out what to do to stop the problem. If you don't think it's any of these animals, I would check with a local nursery and see what they have to say. Local nurseries know your area and would have a better idea of what animal might be eating the flowers and how to stop them. Wishing you the best.
Earwigs, likely. Roll up half-wet newspapers as hideaways and pick them up.
I have been catching earwigs in my hibiscus flowers lately and then all the pollen is gone.
I don't know of any bugs that eat the blooms. You may have bloom drop if you're having hot days with 90 degree temps. Here in Tennessee we've had trouble with it on our tomatoes. I don't know if shade cloth would help shade them some. You might Google bugs on tomato plants and see what pops up. Good luck.
