Is this a "public" hallway? Inside or outside the building.
A hallway is like any other room except it is narrower! And since it is so confining, it needs to be kept clutter free. Everyone in the household needs to be made aware of this.
If it is outside, just get out there and sweep it clean...mop or whatever.
When there is communal living, most often it is up to the one concerned about it being clean to see that things are kept clean.
i assume you mean in a home for organization? baskets along the wall that are organized by room OR some shelving so you keep the walkway clear for circulation
We have a tiny back hall and it is our most used entrance to the house. It also contains a small sink. and has an intrusion from a closet in the next room. There are just two of us, so coats only get temporarily hung on hooks on outside door (till they dry off if wet) I have two high peg racks for hats. A small wicker stand that I keep outdoor foot wear in (for myself) The top of this stand has a basket with garden tools and usually bags for stores too. You just have to keep it pared down.

Baskets are your best friend when controlling clutter. You could assign one to every member of your family.
