In general, you will be pruning just before the plant breaks dormancy after spring's final frost. This will be early in the year in warm climates, and anytime between January and April in cold climates. If it's old roses you are tending, prune them after blooming. They bear flowers on last year's wood.
Prune hard (1/2 to 2/3 the plant's height) in the spring and remove old woody stems. Leave three to five healthy canes evenly spaced around the plant. Cut them at various lengths from 18 to 24 inches, to encourage continuous blooming

You can prune off the long stems but do not cut back too much or else you might get a lot of winter kill. Wait until spring to do more if you need to. If you get snow, the extra foliage will help to hold the snow and insulate your rose bushes for winter.

I prune mine to about knee high in Fall, right after the first major frost. I also always prune mine above a bud. And I take out any dead canes or weak canes (rule of thumb for me - anything smaller than a pencil width). I always find that this pruning method yields beautiful summer flowers as it builds stronger roots.

We do not prune our roses until very late winter or very early spring before the leaves start to come out. We cut back all the dead looking branches and shape the bush. I would say we cut off about half the length for an estimation. People comment to us about our beautiful roses every summer when we are out in the yard. Hope this helps Mitzi.
