Depends on what type of costume but go to a thrift shop and try to alter what you can find there. Graduation gowns are great for long scary robes. I always go there first. Then if I need to make something I go to the fabric section in Walmart for some cheap fabric. Hope I helped with your question. If you are more specific, maybe I can help more.
My go to: a basket of apples + cape = Snow White's wicked step mother for me. Red bandana, white shirt, fake hoop earring, black pants tattered at the bottom, fake sword or flask = pirate for hubby.
Roman or goddess with white sheet and braid to criss cross on body. Patches sew on old trousers and jacket ( Down but still Out)! A bin bag covered in Tissues as a dress (hold centre of tissue and fixto bin bag with tape) Nasty Cold! Cake on head - Parrot on one shoulder and Clock in other hand (Party -Poly -Ticks) Have fun.....

I know these sound like stereotyping but I've had a lot of friends wear something like a plaid shirt with old jeans and boots to be a "farmer". Others added a "cowboy" hat to be a "cowboy". A woman can dress up with a "proper dress", gloves and a fancy hat (try a thrift store and add flowers or a scarf) to be a lady going to a tea party.
