Yes as long as the tile underneath is not cracked. If the bottom layer is not in good condition you should rip it up first
Always better to remove the existing tile or use a latex polymer modified floor leveling compound over existing tile. You can tile over small format tile with large format tile.

It's best to remove the old tile first, then install the new. That will give you a chance to inspect the pan and make sure it is still in good shape. You'd have to raise the drain up to the new floor level, which could cause a leak if you put new tile over old.
I had it done and the installer didn't rip anything out. He just made sure since it was going to be a bit higher than the drain that the water drained well. It's been 8 years and still looks amazing. Hope this helps.
