Betty here's some information on roses for you
The ideal time to prune any type of rose is in the very late winter or early spring. They are best pruned as new growth is starting to develop. They can be pruned a little later into spring with good success. Fall is the worst time these plants should be pruned, as fall pruning can lead to winterkill.

Late winter, or very early Spring.
We prune ours at the very end of winter or very early spring before the leaves begin to appear.
I prune mine in the fall before the first frost. First I cut off all of the blooms, then I cut the branches way back. The more I cut back, the fuller they become the following spring.
Hi Betty - This is a great article on rose trimming that's also loaded with a big dose of inspiration. Hope this helps! Hugs, Holly
